Hmong ( P ) Pronunciation Key (hmông)
n. pl. Hmong or Hmongs In both senses also called Miao.
A member of a people inhabiting the mountainous regions of southern China and adjacent areas of Vietnam, Laos, and Thailand.
The Miao-Yao language of the Hmong.
So, if the guy is living in WI, he isn't hmong.
According to your narrow interpretation of the dictionary definition, no he is not. According to everyone else, he is.
I bet there are people out there that would agree with me. I think I already proved that there are plenty of people that don't know WTF a hmong is. I bet there are people out there that would even roll their eyes at the never ending classification of people that goes on in the world when there really is little point outside of the medical community.

The Hmong people that I have met ,back in CA, were all very glad to be here, instead of what awaited them if they had stayed in the mountains after the fall of Viet Nam.
Further, they were always very supportive of our presence in Nam during the war there and were one of the only allies we had who weren't subject to betrayal of us for their own benefit.

A new category for people is made almost daily. How are we supposed to keep up with that bs?

Hmong wasn't just 'made' recently. Your history teachers forgot to cover the part where the Hmong were trained by the US to fight the Communists during the Vietnam war. Guess what happened after the Americans left?
