Etes vous intéressé par la location 650 euro le loyer, car j?ai une offre intéressant.

I think I have the gist of it...'Are you interested in renting for 650 euro, because I have an interested offer".

But does that mean I can offer less than 650 or that someone else is interested in renting it so I have to decide if I'll rent it?

The French sentence is weird, missing something
But yes, without knowing the context, i'd say that your translation is pretty accurate : the lanowner already knows somebody interested and is telling you so while stating that the rent is 650 EUR

That's all the context I have :( But yeah the larger context is just about renting a flat.

or

Are you interested in renting for 650 euro, because somebody already made an interesting offer

Should be interesting and not interested and it is intéressantE and not intéressant
