The person who wrote this is either 1) not fluent in french or 2)was intended to be written for someone else and you're spying on their conversation. Seems as if they took english and then tried to translate it into french. Doesn't flow right. They wrote this in the formal manner using the formal &quot;vous&quot; to refer to you when &quot;tu&quot; would have sufficed if they really knew you well. Word for word, here is what it means:

&quot;I would like to talk with you my small. I miss you. Are you healthy? I care about you. Think of me.&quot;

It depends on the person actually. Its a sign of respect. I knew a woman for years (a good family freind) and she always used vous. So whenever I spoke to her, I used it too even though tu would have been appropriate. They might not be fluent as in its their first language, however, I think it flows pretty well.
