I just installed it (it's replacing a Ti4200) and the 3DMark2001SE marks are MUCH lower than I got with my "old" Ti4200. I get ~9,400 marks with the 9600 and I used to get ~13,000 with the Ti4200.
I thought the 9600 would be an upgrade from the Ti4200. Was I mistaken?

No, actually, that makes sense. Like most of the new GF FX cards, the Radeon 9600 only has 4 pixel pipelines. Older cards (Radeon 8500, I think) had 8 pixel pipelines. The older GF4 Ti4200 has 8 pixel pipelines, but most of the newer GF FX cards only have 4. Granted, all of these new cards support DX9 effects, while the other ones do not. But for older, DX7/DX8-era games, the sheer overall number of raw pixel pipelines makes the most performance difference in the GPU, along with the card's overall memory bandwidth.
You would probably be better off with a Radeon 9500/9800, or even an 8500.
