I'm looking for a free ZIP program for backup purposes. I want it to be able to take a large directory with a bunch of files, and compress the files into ZIPs that will fit on DVD-R discs.

Is there a program that will do the job for me?

Indeed there is.

PowerArchiver

When you create a new zip file, enable spanning. There should be a DVD option. Otherwise select Custom, and do 4,900,000 kBytes. That corresponds to roughly 4.6 Gigs.

You'll also have to check the box to enable zip files over 4 gigs.

If you don't need "compression" you should create a image file. The image can then easily be burned to a DVD and then you don't need to try and unzip it when you need just one file.

PS: You probably already have Nero or some burning app that can do the job !!!
