MS Shared Computer Toolkit
This free software was meant for libraries and schools to lock down non-admin accounts better. I found it very good for limiting my kids ability to muck up my system, install unauthorized (by me) software, or bypass my web site filter. It is also good for greatly improving general XP security. It is designed to be easy for non-techies to use. It was easy for me, but I am a techie.
You can use it to, on a per user basis, prevent access to:
Regedit
command line
control panel
task manager
etc.
amongst other good stuff. Very configurable.
