Probably something along the lines of must be 21 or older to sign for the package.
 
If this is the same as the last offer they had, they do NOT send you a bottle. they send you (sometimes) a coupon for $5 rebate on their vodka (which can't be purchased most places.) Notice the wording says "kindly e-mail to us your name and address to permit us to send to you a special offer for a Pravda miniature" not "to send to you a miniature." 🙁

even if it was 5$ rebate or like gc

ill use that 5 and buy the mini online
and it could prob cover it + shipping = free. lol

Considering it doesn't ask for proof of age anywhere, I'd guess this is what will happen.

I was in, the last time and never got anything.

 
After fillling out the form it said something about sending them an email also... That's OK I'd rather just go buy a 99cent airplane bottle (or a pint or fifth 🙂 )of what I like rather than get the run-around.

This is not true. Just read the text on it. "email us your... to permit us to send you a special offer". They send you a coupon, not the liquor.
 
I could deal with a coupon for one of their free mini-bottles. Hell, I could deal with a coupon bringing the price of their vodka down to that of the cheaper brands.
