I can almost guarantee you that's because Panda's virus database has a list of virus "fingerprints" that it uses to track down viruses. NAV probably read the virus database, saw the fingerprint, and figured it meant the database was part of a virus.

I've heard of all sorts of weird things that some antivirus software does, but shipping with a virus would be too stupid for even the worst vendors to do. (Now spreading a virus all over an already-infected drive, that's another story -- and one reason I don't buy Trend Micro stuff anymore.)
