That was my impression as well, but apparently those who have already received theirs claim it's the full-on book.
 
I got mine (two actually....not sure why).

There are NO scenic byways or highways in Texas. Bit bummed out by that. I was hoping this would help me explore my new home state.

Now that you mention it, I got two also. I wonder why? Trying to get rid of them?
 
Well, I got it. Its not a regualr sized book but a pamphlet sized book. The pictures are really small. I stuck it in the glove compartment.
Who knows? Maybe some day if I'm fleeing a Federal indictment I may use it.
