Propaganda is often disseminated for free. You can find all sorts of free leaflets, brochures etc. from various political organizations. It's analogous to advertising--the real coup is when they actually get people to buy the stuff (say, a "Just Do It" bumper sticker). So, since the deal is in no way hot, it counts more as baiting--if the person posting it isn't actually trying to elicit a flame war, I don't know what s/he is thinking.
