are you referring to our congress persons, who with their tax-free expense accounts and their grossly overpaid salarys and their free health benefits for life, are effectively making the equivalent of $2M/year pre-tax (not counting the bribes, kickbacks, and illegally mis-spent campaign monies that are all brought about by adding wasteful "pork" spending to every bill thereby stealing from every citizen in the USA)?

Propaganda is often disseminated for free. You can find all sorts of free leaflets, brochures etc. from various political organizations. It's analogous to advertising--the real coup is when they actually get people to buy the stuff (say, a "Just Do It" bumper sticker). So, since the deal is in no way hot, it counts more as baiting--if the person posting it isn't actually trying to elicit a flame war, I don't know what s/he is thinking.
