I'm looking for a free web-based e-mail provider that has a storage capacity at or above 10mb that allows file transfers of more than 1mb. I seem to be having problems finding a provider. Anyone know of any services?

It's not free but it's VERY DIRT CHEAP.
If you don't already have a domain then register a domain with NameCheap.com for $8.88/yr
Then sign up for FREE WEBHOSTING with Brinkster.com which gives you 30MB/500MB or sign up for RippleHost.com at $4.99/yr which gives you 100MB/1GB.
If you go with NameCheap + Brinkster = Total $8.88/yr or 74 cents per month and your e-mail capacity is 30MB

1) While creating your account make sure that everything you enter is PERFECT, not a single mistake because fixing it later is almost near impossible.
2) Do not expect any helpful tech support.
But for only $4.99/yr it's quite a bargain, 100MB webspace (including your own www.website.com, e-mail addresses, FTP, webmail, and more), 1GB a month bandwidth, cPanel, that's quite a bit for only $4.99/yr.
