tivo plus i believe is only for tivos with DVD burners in them. i don't really know about that. basically the 60 day thing is saying you have to actually activate and use the tivo service for 60 days. I think they are just trying to stop you from getting a tivo and then cancelling the service, or activating service on a tivo you buy off ebay and then getting a free box on top of that or other manipulations.
In any event, I agree, this is a good deal. The only fee you have to pay is either the 1-year + the $12 or $13 a month after that, or the lifetime, which is all you will ever have to pay. Those are the tivo fees. i have a tivo on the lifetime and love it. Like others have said, within 2 years it pays for itself. i haven't had problems with my tivo in a year+.
