Framerate problem with CS

Setting:
1 gigahertz AMD Thunderbird
512 PC-133 Ram
GeForce Ultra 64mb DDR

The problem:
Okay, a lot of my friends told me windows ME was good. So I decided that I would do a clean reformat to windows ME. Orginally, I had windows 98 SE, everything worked fine, my fps was at 100, no problems. But right after I reformatted, got the newest drivers from nvidia.com, and now my FPS is screwed. It is staying at 40-60. Can I fix this?

Not sure if this little tidbit of info can help but whenever I create an internet game or LAN game, my fps is fine, always 100. That might mean that it might not be my video card.

Update:
V-sync is already off, so is anti-aliasing. I tried 3 different detonator drivers and I already installed the 4in1 VIA drivers.

EDIT: Yes, it's Counter-Strike.
 
12.41's are available on Nvidia's web site. Good drivers, running on Win2k and Win98 here, so I'm happy with them.

Check out WCPUID and make sure you are running AGP at 4X, have fast writes on and sidebanding on. These help frame rates quite a bit, so look around to make sure you have them on.
