Fragmentation problems in WinXP

I am new to WinXP and have a recent install of Windows XP pro on my newly built machine. I have noticed that when defraging the C:\ drive with both windows system tools utility and with Norton
Speed Disk, I always have 3% or about 25 files that remain fragmented. Windows defrag utility
analysis reports that these files cannot be defragmented. Why is this? Is this a problem? Can it
be fixed. Thanks

For what it is worth I solved my problem. You must empty the Recycle Bin prior to defrag.

Not only that, but any files that are in use can't be moved.

I boot to safe mode and stop with command prompt and stop all the services I can. (The system restore service makes lots of files un-defraggable.) (Was that a word?)

Also, the pagefile can't be defragged, so I move my pagefile to drive D: before doig a defrag.
