I will purchase a Radeon 7500 (Retail) soon and what kind of frames would I expect to run this card on a Pentium III 500MHz, 256MB PC133 RAM, and 7200 RPM HDD?

Depends on game/resolution/detail levels/color depth etc etc.
Suffice to say that your processor will definitely be the primary limiting factor with your R7500.

How about RTCW @ 1152 x 864 High Detail and 32bit. Would I still be able to get at least a 30fps?

I'm sure someone will be able to support/refute this, but my gut reaction is no. That 500 MHz cpu will really hamper performance.

Darn, I guess my other choice is to upgrade my CPU (which I have to upgrade both CPU and Motherboard) or get a Geforce 3 TI 200

Forget about the graphics card, pal. Even a Geforce 3 TI 200 won't do you any good since your cpu is too slow. I would recommend you to buy a cheap Duron combo, then buy the graphics card.

You should be able to more than double your processor speed for under 100 bucks. That will pay off more than a new video card.

I was hoping of that but my motherboard is old and it can't support the new coppermine pentium 3's.

A GF3 Ti200, or even a slightly faster Radeon 8500 isnt going to do you a damn bit of good over the Radeon 7500 in your case. Even with the Radeon 7500... it's going to be your processor holding you back.. the graphics card has more then enough power to satisfy a PIII 500.

I would go with a T-Bird at 1ghz or up if you want to save money, Durons are pretty darn bad for gaming.

No, I'd expect the game to dip frequently below 30 FPS on your system using those settings.

Man, why don't you pu an ad in at the FS/FT forum? Suggest that you'll take, say, a KT133A mobo with a Duron/Athlon 1 Ghz and a Geforce 3 Ti200 off somebody's hands for about $200... You have the RAM, can sell your own stuff, and I'm sure there's a lot of people sitting around wanting to buy a DDR mobo and a Geforce 4 and get rid of their "old" stuff. :)

Shit...I guess I'm out of choice. I guess my graphics card is just gonna have to wait. Thanks all for the feedback.
