Usually if there is a CPU bottleneck then it is CPU usage that will be near 100%, not GPU usage. However that's just a generalisation.

So, investigate the CPU issue. E.g., run some kind of CPU stress testing program (e.g., LinX) while running something CPU-Z and RealTemp so you can see what's happening. Check whether the CPU is reaching full clocks and then throttling down for some reason, OR if it's never reaching full clocks. In both cases, I suspect you will have grounds for starting a meaningful dialogue with Intel about the issue, and possibly an RMA of the CPU.
 
It does not say what overclock he may have. It is very hard to judge based on what 3dmark says since it does not tell you boost clocks.
 
In games too? Ah then it's not a CPU bottleneck! The plot thickens...
I don't suppose a friend has the same or a similar card and would be willing to lend it to you?
Alternatively, try benchmarks other than 3DMark. If you can get one running 'normally' (with everything clocking as it should) then you can compare GPU and CPU results to what is normal for a rig such as yours
 
Have you tried turning OFF AA? Your FPS is looking fine, but maybe with too much AA it's bogging down?

Take a screenshot of your video settings in BF3.
Take a screenshot of your GPU-Z window.
Take a screenshot of the HWMonitor (from www.cpuid.org) AFTER playing 15 minutes of BF3.

And post them here.
 
Each time I see this thread I try to think of something else that I'd try if this were me, I'm stumped. Everything checks out, and your 3dmark score isn't that far off the mark for a stock config.
 
Ultra WILL kill your FPS. With a GTX 780 I play on Low/Medium at 2560x1400 just to maintain 100 FPS on my Yamakasi Catleap. And this is with a 4670k at 4.7GHz. Dips bother the hell outta me.
 
Or you could probably overclock your 2500K (I mean, what's the point of having a K-chip if you don't overclock it) to at least 4.2 to 4.4, it should be doable with a small bump in volts and the extra heat wouldn't be that much more.
