There are three kinds of people in this world: sheep, wolves, and dogs. Most people are sheep. I don't mean this in the derogatory sense as most of humanity falls into this category. Sheep are primarily concerned with going about their business peacefully. They enjoy freedom to roam the pasture. However, they are willing to trade some of that freedom for safety. They need to feel protected from the wolves. Those who seek to only do harm to the sheep. The criminals and terrorists of the world. Sheep cannot protect their own kind from the wolves (the bystander effect). That's where the dogs come in. They protect the sheep by taking away some of their liberty for protection. Sheep are easily frightened so the dogs must remain ever vigilant to ensure their wards are kept safe.
Problem is, there's not much separating a dog from a wolf. It's easy for a dog to go feral. Even with the best intentions.
