The military discharge card says I can just put it in the mailbox and it will get to him guaranteed.

So you just throw the whole wallet in the mail without any postage? Weird

I'm pretty sure you just toss the card in the mail, not the whole wallet.

I remember reading the post office ends up with a lot of wallets. In large cities, muggers usually just took the cash out and dumped the wallet into the nearest mailbox. I always wondered why they didn't throw it in the trash. But I guess the mailbox might work better since its locked in there, so if they get caught the 'evidence' against them wouldn't be located.

OP: Why don't you just wipe the wallet down, put some rubber gloves on, load it up in an envelope with no return address and mail it to him?

Why is this even being debated? I'm sure the cash that may have been inside are the least of the guy's worries. Those other things are vital and can be a pain in the a$$ to replace. If I lost my wallet, I'd be far more concerned about getting back all the cards,ID's, etc. than I would the money. Hell, provided it was still present, I'd probably give the cash I had in it to the person that was nice enough to return it to me considering how hard it is to find a honest person these days.

Mail the damn thing to him with a brief note, explaining the situation. I can assure you that he's gonna be thankful for what he gets back and not worrying about some cash.

Guys, I don't want to keep the wallet. I want to get rid of it. In fact I want the guy to have it back. I was going to go drive it to him in the morning, but since he doesn't live here, that complicated things. I am paranoid because I don't have the whole wallet. Somebody probably took the cash and threw it out the window, then I found it. That means somebody stole something and my fingerprints are all over the evidence. That, and having known people who basically got "the 5th degree" for turning in a wallet, I am very hesitant to go to the police. Basically, I don't want to even deal with them. If there was a nice anonymous way of doing it, that would be fine. I'll probably end up mailing him the contents.

By the way, paranoia is not something that turns off like a switch. It builds up from life experiences.

Seriously, what the hell is wrong with you? Just tell the guy / the cops / whoever the truth: you found the wallet without any cash or anything like that. If you had stolen the money why the hell would you return the wallet? Nobody is going to throw you in jail and I'm sure the guy will be happy to have it back.

This is the best solution. The OP gets to ease his paranoid fears and still do the right thing.

Try to lookup a phone number. Half that stuff in there has an address or some type of link to his whereabouts. I once lost my wallet in highschool, awesome person phoned my school and called me out of class. Even dropped it off at said school the next day, never met him, but  to him.

I like to be nice, but I'm also extremely paranoid. I'm leaning towards #2. What would you do?

You're an idiot. Again, idiot.

Quit being paranoid. Suck up your stupid paranoia. Call the police station and say you found a wallet and then turn it in. Done.. Hands are clean now!

Seriously.. finding a guy's wallet and turning it in does NOT make them instantly think you robbed the guy.

wow..that was strong...give him a break...

no, that sounds about right. op is a fvcking idiot. just turn it in to the police.

I found an old man's wallet once. Same deal - just cards, IDs - but no money. I didn't have a phone number, and he lived not far from me, so I went over there on a Sunday afternoon to return it. I knocked on the door, and he answered it. I said "Hey, I found this yesterday afternoon" and handed it to him.

He glared at me, opened it up, and said "So where's the money?" I said there was none in there when I found it. He said "Bull$hit. Enjoy your reward." and slammed the door in my face. This old fvck actually had the gall to suggest that the guy who went out of his way to return his lost wallet also stole the money out of it.

I haven't found a wallet since. But, I have to say, based on that experience - I would think twice about returning another that I found. Honestly, I'd probably leave it where it was.
