Forza on PC questions

I bought Forza 3 horizons on Xbox and my son can play on his account if he logs into mine first and then switches accounts on the xbox. How can we do this on the PC? I've tried logging into his account, then mine, and downloading the game, but when we log back onto his account, it doesn't show up as available for him to play on the PC. What am I doing wrong or how can we allow him to play it on the PC as well under his account?

I dont know. it worked for me. But I'm only using one Xbox, one PC, and one account.

On what account game is purchased? Is it being used on both devices or you are swapping accounts?
