formatting the HD?

How exactly do you format an XP home HD? When i go to the command prompt, to C:/>, and type format C:, it wont let me because it says "volume is in use by another process" "would you like to force a dismount?" Telling it yes OR no will not let me continue.

Boot up from the xp cd, and it should come up with options to do this

we dont have an xp cd, all we have is the dell reinstall CD. will that work?
