My sister's computer is on the fritz and I can't seem to figure it out. I had her fdisk the computer to start from scratch but she's having a problem formatting it. Everytime she format's the hard drive she is presented with the following line:

Trying to recover allocation units

And after that is a number around 15000 I believe that slowly increases. I figured it was just a problem with the partition table so I had her fdisk it but its not working. Any suggestions?

have her completely delete the partition and redefine it with FDISK, then do the format.

I tried that but it didn't seem to work. Do you need to delete the partitions then restart before I create the new partitions?

No not neccesarily, but it's always easier to redo the partitions if all is clear/deleted. I personally always redo the partitions when I do the Fdisk-thingy.
