Formatting external USB drive in winxp

I am trying to format a external 120gb hard drive on a winxp (fat32) machine. Windows defaults to NTFS but i want FAT32. Is there a usb utility that will format in FAT32 via windows environment.

I do not want to internally install the drive to format.

I have tried the HP USB storage utility but it crapp out at 99% with volume too big error.

Are external USB drives recognized in the XP partition manager? Just asking because I've never tried it before and didn't think it would work.
 
Yes BlueWeasel...it even wiped my CF card once and i had a hell of a time reformatting it !
