a potential 2-3 million man strong labor captive force. i think they should all be forced to work to turn them into productive citizens whether they want to or not, and to give them jobs skills. and of course to defray the costs of keeping them behind bars at $20-40k/year.
and of course profits instead of going to some corporation should goto victim's fund and some sort of welfare/higher education fund (cuz most inmates are poor so it helps them too).
