do you think foreign language instructors teach better when they only use one language in class and not allow any english in class?

Basically, you NEED to have a relationship between the languages as that is the only way to understand it relatively quickly without the discovery that a child requires to learn their bas language.
Even then though, you need to develop a comfortable level of confidence for the language you are using without being able to ask definitions, so keeping everything in the new language has its benefits..

exactly, if the teacher was teaching a first level class where no one knew the language, not speaking in english woudl make it near impossiable to learn anything

I while visiting from Japan, try the fact that English is learned. That is not easy language because of me.

you put a bunch of freshman spanish 1 kids in a spanish-only classroom and youll get nowhere. late 2nd year, definitely 3rd year students will do much better if you only speak spanish.
