Forcing List View in XP Explorer??

I want all the icons to be displayed in the List View in Explorer, and not the huge tiles or icons. However, right now some folders are displayed as lists while others still are displayed as tiles or icons. I have tried using 'Apply to All Folders' command under Tools -> Folder Options in Windows Explorer, but it seems like Explorer keeps on going back to the default of displaying the files as icons.

Is there a registry key that I can modify to display the files as lists only? I would think that it could be done without editing the registry, but I have tried everything.
