Another concession to the FCC is yet to come: a plan for DSL that doesn't require local phone service. AT&T has another six months to introduce that option, which should cost at most $19.95 per month.

if you are on dial up you already have a landline.

I wouldn't sign up if it was FREE. A friend was having problems with his DSL, I called for him and spent awhile on the phone with India Tech people. They said there was a line problem and he would transfer me to the department that takes care of scheduling a tech to come out and fix it. I was on hold for like 10 minutes "sir I'm sorry but that department is closed for the day, I will put a note for them to call you" they called the following day, and didn't get an answer, no machine either. So they did the logical thing and canceled the ticket on his account. I called back the next weekend to find this out, they knew the problem still existed but wern't going to make any attempts after the first and only time they tried to contact him.
finally somebody comes out, they do whatever the hell it is they do, leave and my friend tells me that night "my DSL still doesn't work right" (it drops about 13% of all packets randomly) Now I gotta call them again for him and b!tch them out. He said the second the lady left it wasn't working, so it's obvious she knew she couldn't fix it and decide just to leave.
dialup is better than DSL from AT&T, I can't speak for AT&T dialup but if it's anything like their DSL I'd never touch it either.

i've had AT&T DSL in houston for over a year now and haven't had any problems. speeds have always been fantastic & haven't experienced much down time at all.
