I have an AMD SAPPHIRE 390X NITRO 8 GB video card WHICH HAS THOSE 2 DAMAGED SMD CAPACITORS AND I DON'T KNOW WHICH THEY ARE OR WHERE TO BUY THEM I UNDERSTAND THEY ARE PICAFARADS.

Looks identical to the ones above.

Use a multimeter to test the ones above and see how picofarads they are. Be careful, they might pull a parallel reading. You might have to remove one from the board to get an accurate reading.

Does it work without them? If so, perhaps just ignore it. Make sure nothing is shorting before you test.

You can buy them (once you find out what they are) from any number of places, such as www.digikey.com

Most multi-meters cannot measure capacitance. Typically requires a nicer model.

Also, going by the rather fuzzy image, you may be able to get away with clearing the short and running it as is. There is the possibility you may run across an occasional crash depending on where that is. But it won't hurt to try provided that current short is cleared up.
