Yes, the se is considerably worse. The other cards would be far superior. If you're not happy with the performance from your current card then you should be looking to upgrade. Otherwise you could keep your card for now. If you're not looking to run at the highest resolutions with aa and af it should be able to make it a while longer. You might want to at least wait till HL2 comes out to see how your ti4200 can run that and how the 9700/9800 and others stack up.
I'd spring for either a $150 9600P (avoid "Lite" or "EZ" versions, which have slower memory) or a $250 9800 (avoid the SE version: half speed). FiringSquad has lots of comparative benches between the two cards--check their latest reviews.
