Let me ask you a series of questions.

How much money do you think a place makes massaging feet.

Now determine how many people are likely to go there and get a massage.

Finally, determine what the rent likely is.

You'll conclude they're doing some kind of business other than foot massages. Either illegal, or more illegal. You can copy-paste this method for non-chain dollar stores, non-chain party supply stores (how many balloons can you really sell?), and fortune tellers.
I wonder about the stand alone places. But the places in the mall near me are always slammed. I did a foot massage in Chinatown too, in the middle of the day through the week and they were staying busy.

Hello, SaltyNuts! Well, in my country, most of the foot massage saloons are truly massage saloons, but if you want to find some saloons that provide *extra services*, you should look for Tantric massage.

Shens.... bot's don't even HAVE feet! ;) (or countries!)
