Folder Task bar stuck on desktop

I know of a friend who has had this problem, I had it on my old computer and now its happened with my new one yet I can't seem to find any info about it anywhere. The folder taskbar thing just appears on the desktop and I can't find any way of removing it, it's as though its trying to display the desktop as a normal folder or something. Any of you had this problem/know how to fix it?

No replies?! I thought this was going to be one of those problems with a really obvious solution I had somehow overlooked... I thought somebody would at least know of the problem even if they didn't have a solution since I've seen this problem occur on 3 completely different systems...
