Fluctuating voltage

When using speedfan i get this reading from the psu voltage... -12V: -16.72V. this is constant and this fluctuates -5V: -8.8V The psu fan is always on max and very loud, so i thought that these voltage oddities might be the problem...could you tell me why those readings seem off and what they might be powering? Also, my 1 gig 800mhz ram says 5-5-5-12 on the module, should i go into my bios and switch it to that or keep it at 5-5-5-32?

MONITORING VOLTAGES WITH SOFTWARE IS ALWAYS GOING TO YIELD INCORRECT RESULTS.

IF YOU N... err... sorry.. caps lock... If you need to check voltages in the process of troubleshooting, you need to use a multimeter.

The reason why -12V and -5V are so off in Speedfan is because your motherboard doesn't even use those rails. I seriously doubt your PSU even has a -5V lead in the first place.
