Is the whole freaking state insane?

Not the whole state but it seems like a significant portion. I can't tell you how many times I've passed a car on a multilane road/hwy where the driver was looking at their phones. I want to honk my horn to get their attention but I'm afraid they will run into me, another innocent driver or pull out their gun and start shooting at me.

But really, distracted drivers on phones are an everywhere problem, not just FL, and people in cars don't watch out for bikers much of the time

USA is one of the worse countries for pedestrian fatality rates in the western world, and IIRC, Florida is very near the top of the worse states. Usually drivers get a slap on the wrist for hitting people.

If she hit some anonymous poor person, she would likely have no real consequences. She just had the misfortune of hitting someone "important" in the eyes of the local law enforcement.
