Floppy Drive Problem - Please help!!!

I just recently installed a new motherboard and am having problems with my floppy drive. When trying to boot from a win98 startup disk, it goes through the whole process and then at almost the end I get a cannot read from drive a: error. Also when formating a floppy in windows it tells me I have 202752 bad sectors on the disk (have tried several different floppy disks) on every disk I try. I changed the motherboard (floppy controller) and floppy cable. Does this sound like a floppy controller or cable issue? I havn't tried using a different floppy cable yet (I do have another).
Please help.

if the light at the front of the floppy drive is on continously then you need to turn the cable 180 degrees at the floppy end because you installed it reversed!
 
I have the cable installed correctly. The drive is working but seems like it cannot read a certain part of every disk. When I usually have problems with floppy drives they either work or don't work at all - not this middle of the road stuff.
