flickering screen

I have a Geforce4 ti 4600. Every time i try to play games, such as Halo or Diablo II the bottom and right edges of the screen start to flicker. The hsf is working fine, and it is not OCed. Any suggestions?

Change your monitor refresh rate to higher then 60hz. Your getting electrical interferance.

it wont go higher, its a kinda cheap lcd. do i need a new monitor or could it be something else?
