Flickering/resizing screen on boot-up

I turned on my desktop this morning, and when it got to the desktop it was flickering and resizing uncontrollably. By resizing, I mean what you do when you go into the monitor controls to stretch/move the image on the screen to fit your monitor. I tried to set it at a different resolution, while not trying to get too dizzy, but that didn't work, so I rebooted.

It was still flickering/resizing slightly when it got to the Windows logo screen, but calmed down on the desktop. The desktop size/position seemed a little off, so I had to adjust that in the monitor control menu.

I have an old Viewsonic PS790 w/a crappy <1 year old Radeon 9200 SE 128M that crashes alot when I play Warcraft 3.

About a year ago, I noticed sometimes when I boot up, the monitor doesn't automatically turn on. I don't know if that is a related problem, nor could I figure out if it was the video card, or the monitor.

This is a re-occuring thread. Yes it could mean that your monitor is dying, but before we go down that road I'm interested to know what else you have plugged into the same power source. Are there any motors of any kind. Do you have any stand alone fans around your PC. Dirty power can cause this issue along with magnetic fields. If you have no issues with either then it's likely the monitor.

What power source? the case, or the outlet?

Case is antec 430W, 1 dvd, 1 burner, 1900 XP+ and radeo 9200 SE, on board sound, and some cheapy ECS board
outlet has everything plugged into it: computer (listed above), 2 monitors (1CRT, 1 LCD), laptop, 2 routers, cordless phone, 2.1 speakers, printer, mouse dock, monitor

there's a standing fan across the room on another outlet, but it's the same circuit, i believe. but since you mentioned it, i used a compressed air can on the computer yesterday when i installed another 256M into it. pretty dusty, but i got the bulk of it out. this monitor has served me well, so maybe it's time for it to retire.
