Flickering Lines of Distortion in D3D Games

Hello,

I have been trying to fix these lines that flicker down my monitor when playing games in Direct3D. They appear when I 'walk around' in FPS games like Unreal2k3, Devastation, etc. I figured I needed to upgrade my video card anyways and bought a Radeon 9700 Pro, unfortunately instead of fixing my problem it was even worse. Both D3D and OpenGL had the flickering lines. Heres what I've tried to remedy the problem:

Updated/Different detonator versions
Changing monitors
Changing Refresh Rates
Changing Resolutions
Reinstalling Windows (Format)

None of these has fixed the problem. Is there a setting somewhere that I have overlooked? Here is my hardware:

P4 2.4GHz
Asus P4B533-V
512 MB Corsair PC2700
Creative Geforce2 Ultra
Windows XP Professional

it's a known problem between nvidia cards and windowsxp. You have to go into the advanced tab under the nvidia drivers
and click the + next to the direct3d tab. Another menu will appear for refresh rates, and u can set them for each resolution in
direct3d games.

Have you tried connecting your monitor to a different electric socket? Or maybe removing add-in cards to see if they are just being testy?

I actually did move the plug when I switched monitors. Also, I have no expansion cards in the pc at the moment. I use usb headphones for sound and it has an onboard 10/100mbit LAN, so I'm pretty confused. I've noticed the same problem on another computer I have with a geforce2 gts in Snes9x when the screen moves horizontally rather quickly. But on the geforces the problem is limited to D3D mode, while when I was using the Radeon it was in both modes. In some games its harder to notice than others, like UT2k3 its very hard to see and I can play the game without it bugging me, but in slower paced games like CS and Devastation its bad enough that I can't play except changing to OpenGL in CS. Unfortunately no new games have support for OpenGL so I'm feeling pretty SOL.

Whoops, forgot to mention that. Its a 350w Enermax Whisper.
