Wear a fleece with a shell over it, and you'll then be able to handle most of the worst conditions found at sea level/ground level.

My Denali is close to 15years old but still gets the job done.
I like my fleece jackets. They are good for indoors in the winter (I'm cheap with the thermostat), and for non-windy/non-rainy days, and for using under a weatherproof jacket if I want to go with layered protection.
