Flashing power light and surging fans when PC shuts down

I can't get my pc to shut down completely. The exterior power light flickers on and off and all the internal fans start and stop repeatedly and rapidly. If I turn the power supply off by the rocker switch, all components turn off completely.

EDIT It takes a couple of minutes, but eventually the fans slow down and the system seems to turn off. I know the power is surging on/off again cause my CPU fan has LEDs which blink on and off again rapidly, gradually flashing slower and slower until the system seems to turn off completely.

Also, WinXP does not load completely now and locks up.

Do I have a short or perhaps my PS is going bad?

Any other ideas?

Don't take my response as fact, but when the computer shuts down, the PS keeps the 5V rail hot, so I'm guessing that there is something wrong with that aspect of the PS. But, I wouldn't get too anxious to replace it, because I've had similar problems, which disappeared later. Sometimes, I think that it has to do with the way in which Windows shutdown.

I've got a cordless keyboard (USB) and a card reader/usb hub combo drive (5.25" in USB). That's it for USB devices.

Kinda sounds like it's going in to standby when you are shutting it down. Check your bios settings, it may be set to standby when you hit the power button.

After having the case cover off...if I even turn the rocker switch to on at the back of the power supply the power light flashes and all the fans surge on and off again rapidly and repeatedly.

I guess I'll try switching out the power supply and see if that corrects the issue. Somehow the power to the system is switching on and off again repeatingly and rapidly.

Definitley sound's like a PSU problem. If that's the build your having problem's with in your build, it very well could be as ultra psu's aren't exactly the best.

The PC I'm having problems with has the following components:

Mobo: Abit NF7-S Version 2
CPU: AMD Mobile 2400+ (@2.2 GHz)
RAM: Patriot 2GBs (PC3200, CL 2.0)
Video Card: X800XT AIW
PS: Antec 380 watt
Optical Drives: 1 DVD ROM (LiteOn), 1 DVD-RW (NEC 3550A)
Floppy
Combo USB/Card Reader
OS: WinXP Pro (all updates)

And regarding the Ultra PS in my signature...I've got 2 of these units running 2 other PCs which are rock solid.

Is anything metal touching the motherboard when it shouldn't, could be shorting it out

No...nothing touching the board except a plastic coated wire or 2. And moving and/or holding them away from the board makes no difference.

I'm going to try the PS and see what's up (i.e., I've no other ideas to try). I also updated and ran AVG, Spy-Bot and Ad-Aware and removed a few freeby games the wife installed (you know...the kind that often causes lots of problems, but they are "free":disgust:

Your cheapo Antec psu is going bad. Get it replaced, before it starts taking other parts with it, which they like to do.
