Fixing botched partitioning

My brother's computer has a 40GB hard drive with a ~7GB partition for Windows and a ~32GB partition for Storage. His 7GB partition is so full his PC's performance is fUx0r3d... He has done everything he can to reduce the bloat, but at this point it's a lost cause.

What would be the best way to transfer the contents of the 32GB partition onto a new larger storage drive and change the 7GB partition to 40GB?
 
Sounds like it's formatted Fat32. XP is only going to allow formatting 32Gb or smaller partitions with Fat32. Just a reminder. You'll have to go NTFS or format with a third party program to get larger partitions.

Partition Magic will probably do what you want.
