When I use any resolution below 1280 my screen looks like it is chopped up by horizontal lines (sorry the picture is so big, I dont have photoshop installed yet):

I just reformatted and installed windows on a new hard drive and this is still happening! I have tried both the ati normal and beta drivers. The funny thing is that it did not use to do this and its fine when I boot into knoppix. Anyone else heard of this happening?
 
If thats a moire issue sometimes a different refresh rate will help. Your monitor should also have a moire adjustment in its setup menu. Try changing the refresh rate and see if that helps first. In a new windows install you may not have an actual driver for your particular monitor so windows by default set the refresh rate to 60Hz.
