I have the same problem with them locking up my account. I received a payment from a stolen paypal account and they have locked up my account for over a month now. I have several thousand in my account and they never respond to my email to check on the status of their investigation. This is really worrying me because I don't think I'll see my money if they go belly-up or like you guys said they're just locking people's account to collect interest.

Anyone else got the same problem with them locking up your account? Maybe this is a common practice by them and maybe we can stick together to threaten some kind of lawsuit.

account locked according to them for "fraud investigation" I even upgraded to business account to get their customer service # and all they can say is email appeal@paypal.com


simply ridiculous....I am definitely in favor of any class action which may be initiated against paypal/x.com.....attorneys reading this board please feel free to reply!

Hey, is there a minimum balance required with just personal accounts? Is this min. the same for premier/business accts. as well?

Hi you all, i have a pretty big problem, and i would like to ask for anyone's opinion. I sell two big ticket items, and got couple of thousands, and both buyers created multiple accounts and wanted me to ship internationally. I have tried to reach Paypal and have requested for a number to call them or they call me, but they have refused to give me a number. They wrote me... which is pretty much on the website. Do you all think they are trying to tell me that thats it, i can't get my money back? I am trying to contact the buyer too, which i think are not commiting fraud, i think they created multiple accounts because they can only send 500 per account. However, i do not know that they can't do that. Please, someone suggest something, i'm pretty desperate here. Should i go to BBB? Or some other organizations?





In order to retain the funds from a fraudulent payment that you
received from the date of 10/04/00- 10/05/00, PayPal will
withhold $XXXX.00 from your PayPal account balance.

Please note that this withholding is in accordance with our Terms
of Use, Section IV, Paragraph 3:

"X.com agrees to indemnify sellers for charge back liability
resulting from buyer's fraudulent use of a stolen credit card
and/or false claims of non-shipment of goods for purchases made
through the Service for up to $5,000 per year when the following
conditions are met:
a) The seller is Verified;
b) The seller can provide reasonable proof-of-delivery which can
be tracked online. (Most U.S. carrier companies offer this
service, including the U.S. Postal Service.);
c) The seller accepted payment from only one PayPal account for
the purchase. (Multiple payments from different accounts for a
single item are a fraud indicator. Sellers should not accept such
payments.);
d) The seller does not ship internationally (when X.com releases
international payments (coming soon), this rule will be replaced
with a list of approved countries)."

Aren't Paypal suppose to catch the fraud on their expense rather than ours. Since it is not our responsibility to get the user verified and not our responsibility to make sure that EACH Sole can only open one account. When they started it it is limited to only $200 for a new unverfied account and now they actaully raised the limit without having better security for ALL users. This is really a joke. I suppose there is really no reason for them to freeze any of the accounts. They are getting ride of the Verified Users. By the way, we are not the one that charges the credit card. And also how can we catch if an account is stolen. They are the ones that is managing it. I think they are doing all this restriction so that they can use it for some short term investment. Holding our funds for speculation is a likely possibility, since that is the primary way of generating income. If this is not true why are they not having phone customer support. Also how long do you need to verify if and account is stolen or a stolen credit card.

Well, i think they will go out of business if they don't start communicating with customer in a fast and accurate manner. They advoid questions, don't give out a help number for restricted accounts, don't reply emails, and even for the paypaldamon guy, he only reply me once saying that he have forwarded my case to someone else, and thats it. I emailed him, no respone. This is so typical of paypal.

Before I started accepting PayPal for some stuff I was selling on Eb*y early this year, I sent them an Email asking about what would happen if someone send me a payment with a stolen card. After a week, they sent me a quote from the FAQ, that really didn't answer the question. I tried to get a clarification, but got no response.

I went ahead and started accepting payment PayPal, and have had NO problems. However, with the changes, and with the problems I've been hearing about, my last set of auctions went up without PayPal listed as a payment option. If they can't verify their users, how am I suppose to ?????

My guess is that they have been having alot of fraud problems, and have been eating the cost. Now, however, they need to start showing a profit, so they are cracking down & charging for the service whenever they can. I think that they are going to loose to many users, and they will either shut PayPal down or change it even more.

Paypal Damon = I took up your offer to email you about my restricted account, you said you passed the info on to the right person, but then my account went from RESTRICTED (cant send or withdraw) to LOCKED (cant even get in!!) And noone contacted me as you said they should have! This did not help!!!!

EDIT UPDATE: Got the following message today:
Dear PayPal User,

A check for the balance in your account is being sent to you as
you requested. However, your account will remain locked for
fraudulent activity. At this time, PayPal will not accept any
appeals for this account.

Folks be very cautious with your paypal accounts, they are making accusations of fraudulent activity everywhere....their new ATM and interest bearing account features they are supposed to be rolling out are useless if they freeze your account and you cant get your money!!! The fact that you cannot talk directly to ANYONE who has the authority to fix the problem on the spot is what will kill them....

What is up with all these locked account?

If your account is locked and they have you bank checking account #. Does that mean; checks that you wrote will bounce.

Sadly, after many months of a very satisfying arrangement, and always defending PayPal, I feel that since the changes were not above board, I can no longer do business with them and will also close my account. Damon, I have stood by and defended your company and referred many, many people. It's a pity. :(
I just closed it.

PS, I also like the way you guys more or less forced everyone who sells any product to convert to a business account. The problem is, you guys forgot where your bread and butter came from to begin with. Run people, run!

WallyKid, i have no idea ive requested a check more than 10 TIMES from them and they never helped, but after I emailed damon@paypal.com he said he passed it on to the "right" people so thats what I would recommend doing...

dont even BOTHER asking them to unlock the accounts, theyre just going to pull this crap again! Just ask him to make sure your account is closed and they send you a check...

AND YES we had bounced checks sent to brokerages and credit card companies b/c of x.coms freezing....so we got late charges and Finance charges as well, and we dont normally carry balances....they said they wouldnt reimburse unless we provided the returned checks...

of course the brokerage and credit card companies we sent the checks to dont RETURN bounced checks, so we ate the loss (about $89!!) we have is the carbon copy from the set of checks xcom gave us...

CLOSE UP THOSE ACCOUNTS!!!

Ive already been able to convince more than 8 people i was buying small stuff from eb@y to accept exchangepath...they got more money b/c of the $10 bonus and I paid NOTHING at all since I got the $5 referral!

What kind of business is this? Changing policy without any notice?! F@#$*! I got several spam emails. None of them mentioned policy change.

Where are the lawyers? I want piece of the settlement!

Hey specs411, my account is activated now, and somehow, it has indicated that my money is being sent out by check to me on the website account. However, they did mess up something again, they sent me another email telling me that one of my transactions is fraudenlent again, which they have already reviewed last time. Man, when is this going to end.

I think this is the main reason why I don't use PayPal. Too much headache and withdrawing your money out of your account sounds like a b|tch.

Wally, yeah once they start messing with your account they will KEEP messing with it till you just get fed up and leave...ask Paypaldamon for help closing it up and pursue the legal recourse discussed in the other thread as they are mishandling our money!!!!
