food is still fairly cheap downtown.
go check out downtown.
i went to the hoover dam about 15 yrs ago, it was awesome. they've since changed some of the tours though due to national security or whatever.

soak up free drinks for a while. put a 10 or 20 in a VP machine at one of the bars, slow play it / just play .25 at a time.
tip the waitress / bartender keep em coming.
last time i did this, i arrived in Vegas a few hours b4 my friends were due and I was pretty lit by the time they arrived.

Fremont experience is rather nice. I believe they have tours of hoover dam, so a car wouldn't be required for that one.

Descartes has a good post, so follow his tips as well. If you're into snowboarding, there's actually a small ski resort about an hour or so out. Barely anyone is there. I love going to that resort. Arg, I forgot what it's called.

you can catch a free shuttle from that runs from Bally's or Harrah's ( i can't remember which one) to the Rio & then walk across the street to the Palms or the Gold Coast from there.
