First things first... all the necessary things (video card, memory, keyboard, ATX Power cord, case wired properly to the mobo) DO NOT put your hands on anything in the case until you ground yourself on something metal in the case. Make sure you have all the wiring from the case plugged in properly to the mobo.. i.e. power switch, reset switch, power led, hd led, and the speaker. How did you install the cpu, did you open the arm and drop the cpu in gently and then lock the arm? is the memory seated properly, the agp card? and so on. All of these things need to be installed properly for this to work. It is a very strong possibility this is a DOA board. I've had a few, it is frustrating, but be very dilligent and tedious about installing each component... that way you will know definitally if it's the mobo OR the Graphics Card OR the CPU OR the Memory that are bad (in that order of likelyhood one is bad).
