Snow is fine on weekends as long as the roads are clear by Monday or I love snow around Christmas. Otherwise, keep it the hell away from me!

The day that we get snow down here in GA It's like a Holiday!

School's shut down, businesses temp close, People actually go outside for a while (Just the 1-2 hours it takes till it melts)- then everything goes back to normal again.

Tinting is legal depending upon how much light is allowed through. I.e. the glass doesn't have to be clear, but it can't be merely translucent either. Lowering it shouldn't be that much of a problem unless it's ridiculous. As for #3, can't help you there.
