First overclock, need help please

This is my first time overclocked, so i need some help.
I have a phenom X6 1045T that i tried to overclock to 3.1Ghz for now. My bios has automatic overclocking profiles so i set it to 3.1GHZ, I set the voltage to 1.350, Reduced my ram speed to 1226MHz (1333 stock), took off cool and quiet and yea thats about it. I am currently running prime95 for 15mins now and my max temp is 31 degrees. However im seeing the mutliper at 13.5x @ 3.1ghz for a bit then it goes to 7.0x @ 1605MHZ. Am i doing something wrong??
