1. What YOUR PC will be used for: I am planning on using this as a HTPC/TV Recording/Blu Ray Player & Ripper/Light Gaming
2. What YOUR budget is: My budget is sort of flexible but I am hoping to stay between &600-$800 dollars.
3. What country YOU will be buying YOUR parts from: US
4. IF YOU have a brand preference. That means, are you an Intel-Fanboy, AMD-Fanboy, ATI-Fanboy, nVidia-Fanboy, Seagate-Fanboy, WD-Fanboy, etc: I am a fan of Intel, nVidia and Samsung although I am open to anything.
5. If YOU intend on using any of YOUR current parts, and if so, what those parts are: No current parts to use.
7. IF YOU plan on overclocking or run the system at default speeds: No plan as of yet but like the flexibility to do it later on.
8. What resolution will you be using? I will be using this with my PN64D8000 Samsung 3D Plasma 1920 x 1080.
9. WHEN do you plan to build it? ASAP but willing to wait for deals.
X. Do you need to purchase any software to go with the system, such as Windows or Blu Ray playback software? I have a copy of Windows 7 I will be using.
Here is the plan for parts as of now. Let me know your thoughts on where I can maybe downgrade to save some money. I am planning on running XBMC or WMC for the software.

No real reason to use an i5 or 7200 RPM drives.

Take a look at my hardware guide as I go over a lot of these recommendations and my reasons why.
