Can a firmware update for a router change it from 802.11n(Draft) to IEEE 802.11n or does it require a hardware change?
 
Depends on the model of device. Some devices had hardware that was final N compatible and needed only software, some needed hardware changes. Some had fine hardware but never had a software update.
