Firewall uninstalled...still blocking ports. -> Internet not working

Hey

My friend decided to uninstall F-Secure security suite, but unfortunately when he uninstalled it the firewall decided to take control of his system. The components, I'm assuming, weren't fully removed and the ports are still being blocked. I told him to install it again, turn off the firewall (unblock all ports), and uninstall it again...but he can't install the damn program - it gives some sort of GUI Error (even after he restarts).

Anyone have a solution to this issue? Any way to unblock his ports?

Update for clarity:
The only application that works for him is AIM, so I'm pretty sure it's not his internet thats borked. Port 80 is also being blocked, he can't browse the internet at all without getting a "operation timed out" thing.

...I got him to install zone alarm, just for kicks, nothing happened there. Disabling zone alarm didn't unblock the ports, f-secure's still lying around protecting his system. He deleted (or, moved) the C:/Program Files/F-Secure folder, nothing. Any suggestions?

Always good to take a trip to software mfr's web sites prior to uninstalling. They often have a specific method or even a utility for doing a clean uninstall. ZoneAlarm can really make a mess if you don't uninstall correctly.
