Rain does not bother them, why would flushing them out. They will float out and be scattered. You want to destroy them, not disperse them.
 
I used this stuff two years ago when I had three mounds in my yard and haven't seen a mound since. I have seen other mounds throughout our subdivision but not in my yard any more!

I used the broadcast stuff in a spreader and covered my whole lawn.

Amdro Yard Treatment is also another hydramethylnon product.
