Jenner always felt like a girl and dressed up in sisters clothes back in the day. It would have been terrible and rude but totally right to say that the decathlon stuff was trying to run away from the inner truth. The Olympic gold was overcompensating.

Because he is a man, a butchered up, psychologically messed up man. I think whatever the heck he does is fine, but you can't turn into a woman with surgery. In a few decades when they can implant a womb and ovaries and the person can give birth, it's a different story, but for now, he's a body modded man IMHO. And that's fine, as long as puppies, bunnies, and children aren't hurt in the process.
